Package for Debian #154

We need ncdns in Debian to get it shipped in a bunch of Debian-derived distros. It might be a very quick job with scripts such as dh-golang, but if we're unlucky it might get really hairy.

The main issue is the dependencies, there's like 20 of them. So you'll at least have to spend a few minutes each, which adds up quick.
