Support applying functions during loading csv dataset #632

It would be nice to allow applying functions when loading csv dataset into 
AsterixDB, as this feature is already available in Raman's feeds work. By 
allowing this, strings from the csv dataset can be properly resolved for their 
types using constructor functions, and data transformation can be applied 
during the loading.

This issue is initially assigned to Raman as the required features are already 
in the feeds work.

As discussed, Zach has a set of pending changes that would make fixing this one 
trivial. 
Holding further work on this until Zach's changes are in.
