A new page or guide for volunteers on how to get started.

Starting from cloning the repo to setting to local working environment.
A link will be added just above 'Find here the procedure we follow to add code to the repo.' within newvolunteers page.

I will close this. I totally forgot what I wanted to add under this. Anyways looking at this page - https://github.com/namibmap/IPPR/wiki/HowToAddCodeToTheRepo . It pretty explains all. So, another page wont be necessary.
