mod: increase crossbow requirement #339

Revert decrease in STR reqs for xbows performed previously

Following the lines of this previous change: https://github.com/namidaka/crpg/commit/cd631ecf0e76a5147be86b3b2eb1e41bbc464aa8

For all of our current xbows, this will result in the following STR reqs:

Tier 10.16: 24 Tier 10.09: 24 Tier 7.89: 18 Tier 7.62: 18 Tier 7.37: 15 Tier 6.5: 15 Tier 5.13: 12 Tier 4.62: 9 Tier 4.01: 9 Tier 2.96: 6 Tier 1.2: 0

Compared to our current values of:

Tier 10.16: 21 Tier 10.09: 21 Tier 7.89: 18 Tier 7.62: 15 Tier 7.37: 15 Tier 6.5: 15 Tier 5.13: 9 Tier 4.62: 9 Tier 4.01: 9 Tier 2.96: 6 Tier 1.2: 0
