- Made inaccuracy penalty virtually non-existent when moving
- Modified accuracy for throwing to be slightly less accurate in general as a result of this, using a level 30 18/21 build with 181 throwing wpf as the "test subject"
- Can and will adjust based on how it performs
1) Damage penalty to accuracy takes into account damage type 2) removed the movement penalty NEEDS TO BE TWEAKED
