erlang template should have the option to create -dev and -src packages #2

Currently the .erl sources and the .hrl include files are all included in
the package.

It would be nice if the package could by split like Ubuntu does it with the
main erlang distribution. hrl header files go into a -dev package and erl
sources into a -src package.

agreed that would be good.  it would require some substantial reworking of the 
core to support :(
