HTML encoding and charset problems of french letters in settings panel

What steps will reproduce the problem?
1. Install rsslounge
2. Open the setting panel

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
Version 1.7, on a Debian 6 box.

I should have said the expected texts are :
 - Paramètres (Paramètres, if you really want to use these usually useless HTML entities),
 - Français (Franç, IIRC).
