Fixes #165 and an issue with built-in tests not updating UI State

Adds tests for chip store
Renames "initialize" method in chip store
Fixes bug in store where test chips weren't the same as the simulation chip
Fixes bug with initializing Editor highlight state (which makes always highlight first test instruction work correctly)
