Elmah support for ASP.Net 5 #397

What new or enhanced feature are you proposing?

Support the same workflow as in the current version of elmah but in the new 
asp.net 5 pipeline.

What goal would this enhancement help you achieve?

Add the elmah known and suppported functionality to this new framework.
