Install a 1.21 instance of NeoForge, install this mod and its dependencies, launch the game.

Description of the issue you are having

The game tips are as follows:

File mods\obsidianboat-neo-6.0.0+mc1.21.jar is for Minecraft Forge or an older version of NeoForge, and cannot be loaded

This is due to NeoForge 20.5 renaming mods.toml to neoforge.mods.toml.
