Publish v0.19.0 (wgpu 0.17, winit 0.28, egui 0.23) #949

Version 0.19 will be the last minor version bump prior to the bevy plugin refactor/overhaul mentioned in #946. See #946 for details on the planned changes, and refer to the bevy-refactor branch for progress (once it's available).

Edit: Also reincludes the Cargo.lock in git tracking, see https://github.com/nannou-org/nannou/pull/949/commits/624a596e74dcfcea2b477155f402dfc3829c8d25.
