The function "dropout_powerlaw" is being changed to incorporate the following features:

Method to fit for number of frequency bins, used for the EPTA DR2 noise model selection. One needs to set "k_dropbin" to be "parameter.Uniform(Nmin, Nmax+1)", with Nmin, Nmax giving the prior for the number of frequency bins.
Give a list of pulsars that would share the same dropout or dropbin parameter.
