DR3 prenoise notebook re-org, minor TimingConfiguration changes #19

I pulled out all of the NANOGrav-specific features/checks in the process notebook and made some changes to timingconfiguration.py, which do not affect NANOGrav functionality and address bugs I've encountered with DR3 work.
