I have removed NANOGrav 15yr-specific content from the README and written several sections with a basic description and information to get started (dependencies, installation, etc.). This is marked as WIP because there are a few sections/non-existent links that should live somewhere, but I'm not yet sure where. Possibly wiki pages/readthedocs/??. From my perspective, it would be ok to merge before all of the information is added, but I'd like to at least decide on a framework for where it will live.
