Add a serial plot for the residuals #84

I don't know if anyone wants this but I added a pint_pal version of the serial plot from the pinkt/tempo2 plk. It's an adapted version of plot_residuals_time.

The pintk/tempo2 version plots the TOAs in the order they appear in the tim file. That was bugging me so I commented it out and this version plots them in MJD order. It can easily be switched back if people prefer the other behaviour.

ugh apparently I messed up my rebase somehow. I'll try to fix it/possibly have to close this and open a new PR
