3.5.1 and 3.5.2 can not make binaries for Vega64 gfx930 #326

Can not make WIn10 binaries for Vega 64 FE 24GB gfx930 on 2020 after about March 2021 AMD driver release. This still fails on most current AMD driver 21.12.1 and 21.10.2

Nanominer 3.6.4 and AMD driver 21.2.3 from Feb 2021 works OK.
