Update LICENSE.txt URL schemes: http -> https #13

To start off, thank you so much for releasing MinKnow under the Mozilla Public License. This is huge, and has relieved the anxiety on my team around licensing conflicts. We're really looking forward to giving back to the nanopore community and contributing to the project however we can.

In this pull request, my humble and minor contribution is to update the license URLs to use the https scheme. In addition to the security benefits, this matches the URL used in the Mozilla Public License itself under Exhibit A - Source Code Form License Notice [1].
