reference bed lacks last fragment #14

Last fragment (from last cutsite to end of chromosome) is not present, resulting in error being raised in map-to-frags.

terminal fragment is missing for both bed restriction digest and .hicREF file, and confirmed to be missing in at least chrM, chr1, chr2 and chr3.
