Package scripts download breaking

Steps to reproduce the behavior

Weird package reload all

That fails to hotunload everything Then join again It will be broken even after game restart

Some other files broke too

The hotunload fail is not needed to reproduce. It seems to happen for 1% of package reload all but when it happens I have to remove the server packages files in Saved folder of the game to fix.
