Custom content not showing up #108

What steps will reproduce the problem?
1. Install Char Builder
2. Update to Oct '10
3. Unzip CBLoader to main install folder
4. Run CBLoader with additional .part files in Custom folder

What is the expected output? What do you see instead?
Expected output: CB with additional custom content
Actual: Regular CB loads, no additional content appears

What version of the product are you using? On what operating system?
1.3.0, Windows 7 Home Premium

Please provide any additional information below.

Tried using -e and -p cmd extensions, no difference

same problem here, all I have is clean installation from wizards and no matter 
how hard I try, no new content
