Make Django management commands for ingestion #4

Like in the geospaas.nansat_ingestor app, make it possible to ingest datasets manually using Django management commands.

aperrin66 commented 4 years ago

geospaas_processing does not replace geospaas.nansat_ingestor so this is not necessary.
