I have added two palettes for the Catalogue of Somatic Mutations in Cancer (COSMIC), one for the Hallmarks of Cancer and another for the mutational signature base substitutions. I did my best to follow the current formatting of the project, but please let me know if I overlooked anything. I did not rebuild the website using pkgdown as I do not have any experience with the package and was afraid of breaking something. Also, I did not add any tests because there is not test directory.
