Two color palettes for COSMIC #5

I have added two color palettes from the Catalogue of Somatic Mutations in Cancer (COSMIC): the Hallmarks of Cancer and the mutational signature base substitutions. I did my best to follow the formatting of the other palettes, but please let me know if I overlooked anything. As far as I could tell (ie. devtools::check()), everything seems to work fine.
