Dashboard: check in first half of Tisza 2023 data #39

The Tisza data is still running through the pipeline, but check in the part that's finished so far so we can start seeing what it looks like.

I want to merge it in this order because I've updated the code in #40, and doing it this way lets us separate effects from changing the code from effects from processing more data.
