Implemented get_environment function, and update driver to match specifications for build tests #23

Implemented get_environment function as per the NAPALM network driver specification (https://napalm.readthedocs.io/en/latest/base.html#napalm.base.base.NetworkDriver.get_environment)

Confirmed working under S4048-ON (10.4) and S5248F-ON (10.5.1)
