This PR removes the docs_tool option, pointing users to the corresponding "getting started" pages for sphinx, mkdocs, and jupyter-book instead. It's not really feasible to keep those up-to-date, and they are particularly easy to add to an existing project anyway just by following the guide for one of the docs tools.
