Probably due to reasons suggested in https://github.com/napari/napari/pull/5441#issuecomment-1364113849, tox-gh-actions no longer accepts two environment variables in one line as in:
tox-gh-actions

Since this has been causing tests to fail in our plugin, I'm copying the fix from https://github.com/napari/napari/commit/7fee6f4f4a23c307720948342e37693d3e9f9d0d.
