Add organizational files #12

Description

Adds some basic organizational necessities:

[x] requirements file
[x] setup.py/PyPI
[x] detailed README
[x] installation instructions
[x] contributing guidelines
[x] PR/issue templates
[x] unit testing framework
[x] continuous integration

Please rebase instead of merging this PR.

pep8speaks can be installed from: https://github.com/integration/pep8-speaks

cirrus-ci can be installed from: https://github.com/integration/cirrus-ci

@jni Ok, I made the requested changes. Please check if everything's ok in the new files. Once everything's approved, I will clean up the git history on my end and we can rebase master.

@royerloic @jni I've reserved the napari package name on PyPI, so let me know what your usernames are so I can transfer it over to you!
