Add version warning banner functionality #132

Adds a warning banner to be shown on non-stable versions of the docs. Inspired by pydata/pydata-sphinx-theme#780

This is the first part of 3 pull requests, the following ones should be to napari/docs and napari/napari.github.io.

@melissawm I don't at all mind this getting merged, but in general I'd like to spend our effort on #113...
