New release #29

We should make a new release of napari-tiff.

There have been some great new features since the last release, like the OME pyramid support in https://github.com/napari/napari-tiff/pull/24

Possible blocker? https://github.com/napari/napari-tiff/issues/28 Fix in progress at https://github.com/napari/napari-tiff/pull/31

Pre-release v0.1.3rc1 here and on PyPI. Release v0.1.3 here and here on PyPI.
