Add stable docs for napari v0.4.17 #375

As far as I understand, these should be the updates needed to add stable docs for the v0.4.17 release of napari.

I created the 0.4.17 directory by copying the dev folder after the v0.4.17 deployed its docs there (at dc8036d81be63ed891067df906d58436b5ed8dc0).

This PR is pretty big (to the point where my laptop struggles on the "Files changed" tab) and the only interesting change is to version_switcher.json, so I included a link to just that file

@melissawm : is this what you meant? See the PR description for what I did. Feels like this should be automated in the future (e.g. by detecting that a docs build actually corresponds to a release and making a PR like this automatically).

@jni : also added you as a core developer who's more familiar with this than me.

I'm probably going to go ahead and merge this soon so that the v0.4.17 docs are the default ones.
