Update stable symlink to 0.4.17 #376

I missed this in #375

Right now, going to napari.org and/or clicking 0.4.17 (stable) will go to 0.4.16.

This must be part of the reason, but not sure if it will fix everything.

Thanks for the quick review @psobolewskiPhD ! I'm going to merge now to fix things ASAP. Will revert if things blow up unexpectedly.
