[Bolt] Verify wallet blockNumber when Poa is down #39

When Poa is down it seems that the wallet blockNumber value goes to 0. It must be the same, mustn't change.

Verificato con errore fittizio sul nodo. Sembra che non sia questa la causa per l'inizializzazione del wallet.
