Set up CI #30

There are some tests in tests/, but they don't all work, and we currently don't have any infrastructure running them (eg. Continuous Integration like Travis CI). We should maybe fix up or rewrite the tests, and get them running automatically.

We should at least set up CI to deploy master to an app engine/DialogFlow instance. That would be nice.
