Is there some place that describes the XML-RPC server for JVMConnector? Or is 
that all in the code, which I haven't browsed.

Seeing nothing mentioned about a Java remote server for remote libraries at the 
main RF remote library wiki page, I built one myself and hosted it at:

http://code.google.com/p/jrobotremoteserver/

and now I've just come across this issue item. Which makes me think, should I 
have built my version then?
