Unfortunately that is how QToolBars work in QT. do you have any other suggesion on how to display them ? It is possible to modify the look by subclassing QWidget though.
It is possible to add the "i am a menu" information directly in the icon file… for example. No?
I think this is a theming specific issue. there should be such an indicator shown by default but system themes can override them. could you please change system themes and check weather the indicator reappears...

So it's not an alphaplot bug, we can close
in graph toolbar, lines icon is a menu, box plot is not, no display difference like a ▼ for menu (example)
