Filed https://github.com/jegpeek/fornax/pull/12 to add very preliminary tractor installation instructions for TIKE to this repo

The full wording of the milestone is:

Requirements set for software that we need to write and third-party software that we need to make available to users within the notebook environment, e.g. archive data access libraries required to fulfill Q1.1, standard open source astrophysics software (including astropy), and forced photometry libraries.
