Retire forwarding from legacy circular email to new one #2483

Description

Forwarding script on capella2 may no longer be working

Acceptance criteria

[x] analyze archive to see how many people still using it, when
[x] outreach to specific users
[ ] announce that it's going to happen
[x] update documentation
[ ] announce that it has been completed

I've studied the statistics since we added the tracking of the submission method. The webform is clearly the preferred submission method, but we have still had ~700 circulars submitted via legacy email in the last ~1 year from 44 users. More than half are from a single user, and the majority are from ~11 users. Next step is to reach out these users and request that they either use the web form or the new email address.
