Filter GCN Circulars based on the type of event #816

From webinar:

Will there be any way to easily filter the GCNs based on the type of event? More specifically, currently there are > 500 GCNs from the start of the year focused on GRBs. I would for example like to receive (or esily filter out) only the GCNs that will be related to GWs.

We should have subject keyword filtering for the following categories that users can opt into/out of:

Note that some circulars will contain multiple of these keywords and should appear in both.

Also we should add the toggle option for receiving the emails of GCN circulars for different categories: GW, GRB or Neutrino.

This is becoming more challenging, as several more teams are now issuing a non negligible number of alerts per day through GCN, mostly related to GRBs (e.g., optical teams, EP etc).

I would suggest considering this filtering among the higher-priority features, as it helps optimize GCN-users time and reduce the carbon footprint: https://www.theguardian.com/environment/2024/oct/31/concerned-about-your-data-use-here-is-the-carbon-footprint-of-an-average-day-of-emails-whatsapps-and-more

Ideally, there would be an option to subscribe to GCNs based on keywords, allowing users to specify one or more keywords to filter the alerts they wish to receive. Besides the subject, I would suggest to also parse the overall text (both lower and upper case) in order to catch follow-up observations. For instance, the following could filter neutrino-related alerts: "neutrino", "IceCube", "Km3NeT", "Baikal-GVD" etc
