Filter GCN Circulars based on the type of event #816

From webinar:

Will there be any way to easily filter the GCNs based on the type of event? More specifically, currently there are > 500 GCNs from the start of the year focused on GRBs. I would for example like to receive (or esily filter out) only the GCNs that will be related to GWs.

We should have subject keyword filtering for the following categories that users can opt into/out of:

all circulars
GRB
GW (might also say LIGO/Virgo/KAGRA)
Neutrino (might also say IceCube/ANTARES/KM3NET)

Note that some circulars will contain multiple of these keywords and should appear in both.

Also we should add the toggle option for receiving the emails of GCN circulars for different categories: GW, GRB or Neutrino.

Acceptance Criteria:

Based on keyword rules in circular subjects, categorize them automatically to one or more of GRB, GW, Neutrino, SGR, and others that don't fit those rules
Add ability to toggle between these categorizations and all in the circulars archive
Add email subscription rules to subscribe to all or a subset of these classes
Update documentation on circular subscription to explain this capability
Add to documentation the details of these keywords and how to suggest additional ones
