WV-3158: Add new default layers

Description

Fixes #WV-3158.

Added NOAA-21 layers to default layer list and to Events; added other relevant layers to events as well

How To Test

1. Load Worldview
2. Check to see NOAA-21 Corrected Reflectance (True Color) layer is loaded in base layers
3. Click on Events tab
4. Check to see if NOAA-21 has been added as a default layer to some events; check to see if NOAA-21 Corrected Reflectance loads as the default imagery layer when you select Severe Storms.
