Expand Gazape pack for Patent Domain #2

So far I managed to retrieve all 36663 withdrawn patents from 1970-present from USPTO however a list of current patents would be advantageous. This issue should provide GAZetteer and jAPE (GAZAPE) pack(s) for the Patent domain
