update the reference velocity fields for projected velocity #39

@jhkennedy please see the change in this PR. There are two options (VXR/VYR or VXS/VYS) in the code. Right now we use the "S" ones. Once we have completed one iteration of S1, and have better estimates of the ice velocity fields, you can ping @alex-s-gardner to switch to the "R" ones.
