Add changesets #512

Description

Add Changesets and integrate with CI.

Once Changesets have been added, we can also remove Release Drafter actions.

Changesets is a better fit for tracking releases and changes in a monorepo.

I think this issue is good for internal contributors that have access to the CI environment and not external ones.
