Restore M11 and M12 encoding's attributes: scale_factor and add_offset for V2 S1 granules #18

When saving corrected or cropped S1 granules to NetCDF file, scale_factor and add_offset attributes were lost when storing values as short datatype (the attributes belong to the encoding settings and had to be set explicitly):

Need to restore original M11 and M12 from original cropped granules that exist in the backup
All granules that were affected by the correction will need to have autoRIFT generate input parameter files that store corrected M11 and M12
