Disconnect LEDs that are always on when battery is connected, even when rover power switch is off #472

There are a couple LEDs that are always on while the battery is physically connected to the control board, even when the rover power switch is in the off position. These are a continual drain on the battery, which is not great.

Remove these connections, or better yet, make them optional via a depop resistor or somesuch.
