dockerfiles reference decommissioned isis kernel data rsync server #35

USGS decommissioned isisdist.astrogeology.usgs.gov and is now using an S3 bucket instead.

https://github.com/nasa-jpl/sstmp/blob/master/src/moon/Dockerfile needs to be updated to use the new downloadIsisData script (which uses rclone). This probably means we need to upgrade to a newer version of ISIS.
