This PR adds a new feature to EVHR's view, the EVHR dashboard is a jupyter notebook view that provides a GUI-like dashboard for running single EVHR input and visualized the output TOA file using ipyleaflet (mapping functionality) and localtileserver (serves the TOA image as a tiling service for use on the ipyleaflet match).
