Adding Website Documentation. Need to:

• generate gh-pages
• docs directory with details

Autodeployment for the documentation website is done https://nasa-nccs-hpda.github.io/vhr-toolkit/latest/. We need to populate it with details and documentation.

Make sure the GEE process is documented somewhere.
