Remove dequeue file command requirements, they are not implemented

@ArielSAdamsNASA and @pepepr08 - Heads up these requirements are not implemented in RC2, so the document either shouldn't have them or should have them marked as not implemented. Planning to remove now, so the shouldn't show up in RC3.
