I've been testing CTF against the open source cFE - which uses CCSDS V1 message types. Attached are the local changes I had to make in order to use ccsds v1 headers.

ccsds_v1.txt cfs_interface.txt ccsds_primary_header.txt

The issue is fixed and will be released in CTF V1.8
